Mirza Qader Baksh was a member of the Bengal Legislative Assembly (1923-1929) and Bengal Legislative Council (1937-1945). He was the founding vice president of Khwaja Nazimuddin Muslim Hall and Library established on 18 February 1933 in Dinajpur. He was elected as president of Dinajpur district unit of Muslim League formed in early 1937 and continued in this position till his death. He was an influential member of Dinajpur District Board and was elected as the first Muslim vice chairman of Dinajpur Municipality in 1939. He was nominated as a member of Railway Board in 1938 and public prosecutor of Dinajpur district and 1940.
